It's from the Weyerhaeuser group. I vaguely recall the permit might be required starting July 1st onwards but don't hold me to that. You can see the boundary and permit on their website. And then there is this thread from a few years ago on CascadeClimbers where it was 50 bucks. If you just Google "permit to climb north twin sister" you will get a few different forums where people talk about it.
