This seems like a fake comparison.
1) JPG with no editing vs. RAW with 5 minutes of editing.
Any good photo editing program like GIMP should be able to improve a couple simple things in Photo #1
to make it indistinguishable from #2
at scale/resolution/size posted here, and still take less than 5 minutes.
