Lat/longs are sometimes specified in degrees, minutes, seconds (DMS) or in the case of the GPS here, in degrees and decimal minutes. There are 60 minutes in a degree and 60 seconds in a minute. So in this case you can just take the number of minutes and divide by 60 to get the decimal degrees. So 5.991/60= 0.09985. Then just add the number of degrees, 49 in this case to get 49.09985.
