Finding these in a river low on water perched by the hundreds on crests of submerged ridges
in fast flow. About 1/4 to 3/8 inch long , lighter coloured under body. I don't think they are leeches,
but correct me if I am wrong. use close-up.

Caddis fly larvae perhaps? They use bits of sand etc. to build little cases for protection. Did they appear flexible or rigid in the current?

No, these are not caddis fly, almost leech-like, easy to think you are stepping on blackish bits of algae, but these are fauna. They do not seem interested in clinging to swimmers and barefooters.

I believe what you have there is Blackfly Larvae. They hold themselves in place with a strand of silk.
