Holders of Controlled Recreation Area permits can restrict any activity they want within the boundaries of the CRA.

Cypress makes it clear they do not permit uphill travel within their CRA, and that there are alternative access points for the Park outside their CRA.

How strictly they enforce it is another matter. As recently as last winter I have seen people skinning up the edge of Lower Fork at night.
