I think "a step" in that context is a short section that's significantly more technical or difficult than the surrounding hiking/scrambling. The Wikipedia page on scambling defines the term "a bad step" to mean a spot where the climbing is suddenly more difficult or exposed (https://en.wikipedia.org/wiki/Scrambling).

Don't overthink it. It's a change in elevation. Sometimes big. Sometimes small like a natural stair.

I think you're being a bit harsh on Dru... If you click on the link he posted, the very first result is a link to a forum where some helpful guys named pixel and Wandering Tree Frog gave useful answers to your exact question. All the other results are totally useless though.
